AYS mourns loss of alumna Diane Caves in Haitian earthquake

The U.S. State Department and the HHS Disaster Mortuary Response Team has confirmed the death of U.S. Centers for Disease Control and Prevention policy analyst Diane Caves in the Haiti earthquake. A dedicated public health professional, Diane was on a CDC 3-week assignment to improve Haitian HIV/AIDS programs when the earthquake struck.

Faculty and former graduates remember Diane Caves as an enterprising, engaging M.P.A student who graduated in 2007. After completing her MPA, she enrolled in 2009 in the MPH program at Georgia State’s Institute of Public Health.

“Diane was one of our stellar MPA students,” says Katherine Willoughby, a professor in the Department of Public Management and Policy. “She spoke at the 2007 Andrew Young School Honors Dinner about the importance of public service and her commitment to effective public program management. This is a sad loss for the Andrew Young School.”

The Director of Education Policies is responsible for compiling up-to-date information and analyzing long-term educational trends in order to provide progress reports to state policy-makers, education leaders and others related to SREB's Goals. The Director coordinates reporting related to SREB’s Goals for Education: Challenge to Lead, and with the Vice President for Education Policies, works to carry the messages of the Goals to all stakeholders in the 16 SREB states. The specific responsibilities include working with SREB and state agency staff to collect and analyze information and to track progress toward goals. The three major themes of the Goals are: (1) transitions for students, pre-kindergarten to elementary schools, middle grades to high school and high school to postsecondary education and careers, (2) closing the gaps in educational performance of students, and (3) creating systems of schools and colleges that are aligned and accountable.

The Director will have wide experience in education, preferable at both K-12 and higher education institutions, in state agencies and with policy makers. Primary responsibility is to develop relationships and share information with staff in state K-12 and higher education agencies, especially in academic and program areas.

The Director also responds to a variety of requests from SREB constituents, including Board members, legislators, educational officials, legislative and executive staff, and the news media. The Director will represent SREB at selected state, regional and national conferences and assist the president and vice president with projects as assigned.

Written and oral presentations are prepared for a variety of audiences that include state policymakers, educators and administrators. The Legislative Budget Office [LBO], an independent, non-partisan staff of the Missouri General Assembly, seeks a budget analyst to focus on issues involving health care, performance budgeting, and dedicated funds. The incumbent will research and analyze current policy issues in those areas, and develop recommendations for consideration by state lawmakers. Specific tasks will include providing assistance in the annual development of 5-year cost projections for the MO HealthNet [Medicaid] program, and publication of a compendium of budgetary options that seeks to inform lawmakers about the fiscal implications of various policy choices.

Qualifications: Candidates should have a strong quantitative background and a Master’s degree in public policy, public administration, economics, mathematics, or a related field. Forecaster
The Legislative Budget Office [LBO], an independent, non-partisan staff of the Missouri General Assembly, seeks a forecaster to apply statistical techniques to state tax and spending data. The incumbent will take a leading role in LBO’s efforts to develop baseline budget projections. The forecaster must be self-directed in the analysis of large quantities of fiscal information and will have broad discretion in determining how best to model future revenues and spending. In addition to constructing and maintaining those models, the employee will prepare periodic reports on the budget and economic outlook, evaluate executive branch revenue forecasts, and analyze monthly cash flows.

Qualifications: Candidates should have at least a Master’s degree in public policy, economics, or a related field. Must be familiar with quantitative methods, including econometric and timeseries analysis. Knowledge of forecasting (through coursework or work experience) is a prerequisite.

Duties of the Job

This classification is the first in a three-level series of performance audit positions in the City Auditor’s Office, which operates and reports independently of city management. Audits will typically assess whether programs and processes are achieving intended results, being conducted efficiently, and complying with laws and regulations. Projects may be sensitive and often include complex data collection and statistical analysis.
